Rockstar isn't showing the full mechanics yet, but the trailers and the Extended Look have revealed a lot (GamesHub):

Heists that the two characters plan together.

Police pursuits through streets and swamps.

Motorcycles, cars, boats and aircraft.

Vice City nightlife — clubs, neon, crowds.

Vehicle modification in tuning shops.

Clothing stores, salons, a tattoo parlor.

Massive NPC crowds in the city and on the coast.

Natural areas — from the national park to the Grassrivers swamps.

Rockstar has also announced an Ultimate Edition with exclusive vehicles (including a '95 Grotti Cheetah), Hawk & Little Morgan revolvers, Vice City clothing styles, and access to Rideout Customs mod shop, Sara's Unisex Salon and Stock 305 Clothing Store (GamesHub).
